Jack Whiting founded Western Rock Products in Cedar City in 1967 — back when Cedar was an Iron County town built around the steel mill and the railhead, and Southern Utah’s paving market was small enough that one outfit could grow with it. Whiting’s company supplied asphalt and aggregate into Iron County first, expanded into Washington County as St. George began its long climb out of small-town status, and added ready-mixed concrete as the residential pours started outpacing the road work. CRH acquired Staker Parson in 2002 and folded Western Rock into the global parent’s Intermountain West arm. A tight run of regional roll-ups followed — Kaneco, Hancock, Dixie Ready Mix, and JR Ready Mix all absorbed between 2007 and 2008 — consolidating most of the legacy ready-mix and aggregate capacity in Southern Utah under the Western Rock banner.
A Cedar City Lineage Inside a Global Parent
The corporate stack is real: Western Rock is a brand of Staker Parson, which is owned by CRH Americas Materials, which is owned by Dublin-headquartered CRH plc. Local branch leadership does not surface on the public site and would need to be confirmed through the St. George Chamber or the Cedar City office directly. The Cedar City origin still shows up in the company’s narrative; the corporate ownership shows up in the procurement.
Plants and Yards
For 435 builders, Western Rock is a materials supplier rather than a finishing contractor — construction fill aggregates, specialty aggregates, landscape rock, ready-mixed concrete, and asphalt. The service map runs Southern Utah, the Northern Arizona Strip, and Northeast Nevada, which means St. George, Hurricane, Washington, Santa Clara, Ivins, Cedar City, and the canyon corridor toward Kanab all sit inside its delivery radius. Operating yards in St. George — Pioneer Road, Red Rock Road, and 4150 South — and Cedar City’s Bulldog Road put batch plants close to the active subdivision and commercial work in both counties. The licensing posture is what would be expected of a CRH operating unit — fully licensed for ready-mix delivery and aggregate supply across multiple states — but a specific Utah DOPL number is not published on the Western Rock pages. The St. George Chamber confirms active membership.
Western Rock in the 435
Western Rock is the counterweight to Suncore: the other dominant ready-mix and aggregate footprint in the region, with Cedar City roots that pre-date most of the master-planned communities the company now pours into.
